Thank you for providing a detailed information on your issue. I appreciate the step-by-step troubleshooting and the pains you took to resolve your issue. However, there are a few more steps that we can try to diagnose the root cause of the issue permanently.

Regarding the error code 80072f8f while installing Windows Updates, it means "ERROR_INTERNET_DECODING_FAILED" which caused by the Internet Time could not be synchronized with global Update Server. The valid date and time are on the Secure Sockets Layer (SSL) certificate that the Windows Update website uses. In this scenario, the Windows Update scan operation is unable to scan the computer for updates successfully.

Click the "Start" button, type "Date and Time" in the Search bar, and then click "Date and Time" in the Programs list.

In the "Date and Time Settings" dialog box, please perform the following task and see if it helps:

  1. Check the time and date on system:
  2. In the "Date and Time" dialog box, click "Change date and time", configure the correct date and time and click OK.
  3. Ensure the Time zone setting is correct.
  4. Configure Internet Time Setting:
  5. Switch to the "Internet Time" tab and then click Change settings.
  6. Select the check box next to "Synchronize with an Internet time server", select the time server "time.windows.com", and then click "Update now".
  7. Then Click OK to apply the settings.

If issue persists, I would suggest you to check the system files are they working fine or not and to check that try to run System File Checker (SFC) tool.

SFC scan will scans all protected system files and replaces incorrect versions with correct Microsoft versions.

How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7

  1. Go to Start, click All Programs and open Accessories.
  2. Right click on Command Prompt in the Program list and then select Run as administrator. If you are prompted for an administrator password or for confirmation, type your password, or click OK.
  3. In the Command Prompt, type the following command, and then press ENTER:

sfc /scannow

Click time and date (bottom right of desktop), Change date and time settings, Internet Time tab, Change settings button,  Update now button, and OK.

This works for some with that error code but not all.

Many thanks for the two suggestions.

I did do another manual resync of my system clock.  I had problems connecting to the server that my system had been using (time-nw.nist.gov), but I updated instead from the time.nist.gov server, and then rebooted.  However, no joy with the WU problem.

I also ran the System File Checker routine, resulting in a Windows Resource Protection did not find any integrity violations response.

Please restart your computer, allow 30 minutes for the system to run before uploading further information so that the impact of making changes can become apparent.

Please provide a copy of your System Information file. Type System Information in the Search Box above the start Button and press the ENTER key (alternative is Select Start, All Programs, Accessories, System Tools, System Information). Select File, Export and give the file a name noting where it is located. Do not place the cursor within the body of the report before exporting the file. The system creates a new System Information file each time system information is accessed. You need to allow a minute or two for the file to be fully populated before exporting a copy. Please upload the file to your OneDrive, share with everyone and post a link here. Reports in normal mode preferred. Please say if the report has been obtained in safe mode.

Please upload and share with everyone copies of your System and Application logs from your Event Viewer to your OneDrive and post a link here.

Place the cursor on System, select Action from the Menu and Save All Events as (the default evtx file type) and give the file a name. Do the same for the Applications log. Please uninstall the following:

Auslogics Registry Cleaner
Auslogics Registry Defrag

Select the keyboard shortcut Windows Key + R, type Appwiz.cpl and press the ENTER key. Place the cursor on < Programme Name >, right click and select Uninstall from the drop down menu. Restart your computer.

Please download and run ADWCleaner and upload a copy of the report produced to your OneDrive. Remove all that it finds. :

I suggest you take the precaution of creating a system restore point before running ADWCleaner, to guard against unforeseen consequences. Select Start, Control Panel, System, System Protection, and click the Create button.

To identify what loads when you boot use Autoruns (freeware from Microsoft).

With Autoruns you can uncheck an item, which disables it from starting, or you can right click an item and then delete it. If you uncheck you can recheck to re-enable the item. It is a much safer approach than editing the Registry and better than using msconfig.

Run Autoruns and select the Everything tab. Click File, Save and, using the scroll to the right, change the "Save as type" option from Autoruns Data (*.arn) to Text (*txt). The file name changes to AutoRuns.txt. Click the Save button and upload the file to your OneDrive as a shared file and post as a link here.

Some of your installed software may not be suitable for Windows 7. Please download and run the Windows 7 Upgrade Advisor and upload a copy of the report to your OneDrive as a shared file:

Note:

1)  New attempts to run WU after uninstalling the specified utilities and then after running ADWCleaner were both unsuccessful.

2)  The Windows 7 Upgrade Advisor is no longer accessible from the MS website (presumably removed as part of the cessation of WinXP support).  I found a copy on a third party website, however.  There are few pieces of software on my PC that are not fully compatible with Win7, and they have now been there for years before this WU problem arose.

Please use Autoruns to delete 29 entries where the words "File not found" appear. With Autoruns you can uncheck an item, which disables it from starting, or you can right click an item and then delete it. Click the Everything tab and look for the rows highlighted in yellow. To delete a disabled item you need to recheck it before you can delete it.

Your Event Viewer logs do not show these failures. What happens when you try? What error messages? A screenshot could help.

I am not sure you have any further updates at the present time to download and install.

The screen shot of the error message, along with today's event logs (after trying the items listed below), is available at http://1drv.ms/1CBmDB2.

So here's what I did:

  • I deleted all the "not found" items identified by Autoruns.
  • I've not used MS Flight Simulator for several years, but it appears to open and run fine (albeit with 1990s graphics quality) in Win7.  Given that (i) it's not loading in startup, and (ii) it's coexisted for many years with a healthy WU function, I decided to leave it as is for now.
  • The Dragon Visual C file is a bit of a mystery to me, given that I can't see a 64-bit version of the software in the 64-bit "Program Files" folder (nor any standalone Visual C listing there).  Nonetheless, I do see it listed in the Control Panel listing of programs.  As a first step, in Autoruns I disabled the only mention of a Nuance product (Naturally Speaking service routine, or some such name).  Again, this is something that has coexisted peacefully with WU for years.
  • Dinosaur that I am, Lotus 1-2-3 is closer to my heart than the other two pieces of software; I still use it a lot as my primary spreadsheet software.  My version of SmartSuite is the very last that IBM/Lotus produced for Windows.  I'm not seeing the connection that you are seeing between pmemnt.sys (authored, it appears, by MS) and SmartSuite, but I take your word for it.  Since pmemnt.sys apparently isn't loading, it can't be crucial to my use of 1-2-3, so I've renamed that file for now.
  • I also ran Fixit 50688, and rebooted.

Yes, the Win7 Upgrade Advisor download link does appear to be working again today, but yesterday the download button was taking me to a "page no longer available" message on several tries.

Because of the proximity of the start of my WU problem and my installation of the November updates, and because I've once before had a negative outcome from a MS update, I'm tempted to try uninstalling each of the ~20 November updates one by one.  They no longer show in my "Updates history," but I should be able to identify them from the installation history on my Win7x64 laptop.  Do you have any advice for how I might prioritize the list?  I presume I should try Windows updates ahead of MS Office updates?  And are there any indications of more problems with some on the list than for others, do you know?  Do you see this approach as a relatively good use or a waste of my time?
